Carlyle Venture Partners
Robert
E. Grady serves as managing partner for Carlyle’s U.S. venture
operation, Carlyle Venture Partners. In addition, Mr. Grady coordinates
Carlyle’s global venture capital group, which has over $1.7
billion under management in five funds. He is based in San Francisco.
Mr. Grady is a former Director of Blackboard (Nasdaq: "BBBB")
and currently serves on the Board of Directors of Carlyle portfolio
companies AuthenTec, Ingenio, Panasas, Secure Elements, Verari Systems,
and USBX. Mr. Grady is a member of the Board of Directors of the National
Venture Capital Association (NVCA).
Prior to joining Carlyle, Mr. Grady was a Managing Director and member
of the Management Committee at Robertson Stephens, the San Francisco-based
technology investment bank. At Robertson Stephens, he invested in
or led financings for such technology and market leaders as InVision
Technologies (Nasdaq: "INVN"), Eltron (sold to Zebra Technologies,
Nasdaq: "ZBRA"), FLIR Systems (Nasdaq: "FLIR"),
Align Technologies (Nasdaq: "ALGN"), Printrak (sold to Motorola,
NYSE: "MOT"), Barringer Technologies (sold to Smiths Group
plc), OSI Systems (Nasdaq: "OSIS"), Protection One (sold
to Westar Energy, NYSE: "WR"), Simpson Manufacturing (NYSE:
"SSD"), Fritz Companies (sold to United Parcel Service,
NYSE: "UPS"), and many others.
Mr. Grady has served since 1994 on the faculty of the Stanford Graduate
School of Business, where he has taught a course on "Investing
in Highly Regulated Industries."
Prior to moving to California in 1993, Mr. Grady served in the White
House as Deputy Assistant to President George Bush and as Executive
Associate Director of the Office of Management and Budget (OMB). He
had previously served as Associate Director of OMB for Natural Resources,
Energy and Science (1989-1991); Chief Speechwriter and Senior Advisor
for the successful 1988 Bush/Quayle Presidential Campaign (1988);
Director of Communications for New Jersey Governor Thomas H. Kean
(1983-1986); and Legislative Assistant and then Chief of Staff to
U.S. Congresswoman Millicent Fenwick (1979-1982).
Mr. Grady is a graduate of Harvard College and of the Stanford Graduate
School of Business.
He was appointed by President Bush to be a member of the Advisory
Committee on Trade and Policy Negotiations (ACTPN) and by the Administrator
of NASA to be a member of the NASA Advisory Council's Task Force on
the cost and management of the International Space Station.

Department of Homeland Security’s
Science and Technology Directorate
John Kubricky was appointed to the Department of Homeland Security’s Science and Technology Directorate by the President as its first Director of Systems Engineering and Development (SED) in October, 2003. John’s primary responsibility is to integrate proven technologies into systems for demonstration, operational test and evaluation, and pre-production prototypes. SED programs range from large-scale integration projects and initial deployment of threat mitigation systems to pre-production prototypes and the transition of military technologies to homeland security applications. Examples include the Counter-MANPADS Program that will protect commercial aircraft from an emerging threat of shoulder-launched missiles; BioWatch, a network of detectors to warn of a biological attack; the CBRNE Countermeasures Test Bed to assess next-generation sensor systems in operational environments; and Interoperability projects such as the SAFECOM program, which enables public safety communications interoperability.
Prior to joining the Department, John’s career in industry was as a prime systems integrator of tactical intelligence systems on airborne, ground and marine platforms. He is credited with designing, integrating and fielding the US Army’s first multi-sensor aircraft, for developing real-time multi-sensor fusion workstations that became a standard for today’s tactical intelligence processing systems, and for the rapid prototyping of Unmanned and Optionally Piloted Airborne Vehicles, which included over 25,000 flight hours in world-wide deployments. In addition to his experience leading tactical intelligence programs, John is a veteran program manager in strategic reconnaissance engineering, manufacturing and test programs.
He holds a Bachelor of Science degree from Johns Hopkins University, where he also attended the graduate program for Industrial Management. John’s service with the US Army included a tour with the Ninth Infantry Division in Vietnam during 1968 and 1969. John is a native and resident of Maryland, as is his wife of 33 years, Joy.

Cynthia P. Conlon, CPP

The RAND Corporation
Cynthia P. Conlon, CPP is Director of Security for The RAND Corporation located at their headquarters in Santa Monica, CA where she has been responsible for security and safety at their sites in Santa Monica; Pittsburgh, PA; Washington, DC; New York City; Leiden, Netherlands; Cambridge, England; Berlin, Germany; and Doha, Qatar. She is currently responsible for global risk management, and enterprise security for RAND’s worldwide operations. She has been with RAND for 27 years.
Before joining RAND she worked as a technical research analyst at the National Security Agency and earned a Bachelor of Arts degree from Regis College in Weston, Massachusetts.
From 1995 to 2000 Ms Conlon served on the Board of Directors of ASIS International. She was a member of the Executive Committee of the ASIS Board in the positions of Secretary, Treasurer and Vice President. She served as ASIS President in 1999 and Chairman of the Board in 2000. Previous to board service, she was the Chairman of the ASIS Defense and Intelligence Council.
Ms Conlon has earned a Level III Certification in Homeland Security from the American College of Forensic Examiners and a Certified Protection Professional (CPP) from ASIS International.
Ms Conlon was a founding member in 1979 of the Industrial Security Working Group (ISWG) a professional organization of corporate security directors involved with the U.S. Intelligence Community, defense agencies and military departments. She served on the Board of Directors of ISWG for 15 years and 3 years in the position of Chairman of the Board.
Ms Conlon served on the Joint Security Commission II, which published its findings and recommendations in 1999. She was a contributor to the development of the National Industrial Security Program (NISP) and served in many capacities during the development of the NISP Operating Manual. She is currently serving on several federal government advisory councils.
She has hosted, along with a RAND colleague, a series of annual Counterterrorism Conferences at RAND to examine planning for shared assets and integrated, cooperative responses to acts of terrorism. These conferences brought together terrorism experts and city, state, county and federal entities in the areas of law enforcement, public health, public safety, fire, military, federal government agencies, public and private security and commercial industries from across the United States and other countries.
