Dr. Charles E. McQueary was appointed by President Bush as Under Secretary for Science and Technology of the Department of Homeland Security and confirmed by the U.S. Senate in March of 2003.

Dr. McQueary leads the research and development arm of the Department, utilizing our nation's scientific and technological resources to provide federal, state and local officials with the technology and capabilities to protect the homeland.

Prior to joining Homeland Security, Dr. McQueary served as President, General Dynamics Advanced Technology systems, in Greensboro, N.C. Earlier in his career, Dr. McQueary served as President and Vice President of business units for AT&T, Lucent Technologies, and as a Director for AT&T Bell Laboratories.

In addition to his professional experience, Dr. McQueary has served his community in many leadership roles as Chair of the Board, and Campaign Chair, of the United Way of Greensboro; Member of the Board of Trustees of North Carolina Agricultural and Technical State University; Member of the Guilford Technical Community College President's CEO Advisory Committee; Member of Board of World Trade Center North Carolina; Chair for Action Greensboro Public Education Initiative; and as a Member of the Board of Guilford County Education Network.

Dr. McQueary holds both a Ph.D. in Engineering Mechanics and an M.S. in Mechanical Engineering from the University of Texas, Austin. The University of Texas has named McQueary a Distinguished Engineering Graduate.

Frank Abagnale
Con-Man Turned FBI Instructor

Frank W. Abagnale is one of the world’s most respected authorities on the subjects of forgery, embezzlement, and secure documents. For over 25 years he has lectured to and consulted with hundreds of financial institutions, corporations, and government agencies around the world. His latest book, The Art of the Steal, is now available through Random House/Broadway Books.

His rare blend of knowledge and expertise began as a teenager. More than 30 years ago, he was known as one of the world’s most famous confidence men as depicted in his best-selling book, Catch Me if You Can. He cashed $2.5 million in fraudulent checks in every state and 26 foreign countries over a five-year period. Between the ages of 16 and 21, he successfully posed as an airline pilot, an attorney, a college professor, and a pediatrician. Apprehended by the French police when he was 21 years old, he served time in French, Swedish, and U.S. prison systems. After five years, he was released on the condition that he would help the government, without remuneration, by teaching and assisting federal law enforcement agencies.

Mr. Abagnale has been associated with the FBI for over 25 years. He lectures extensively at the FBI Academy and for the Field offices of the Federal Bureau of Investigation. More than 14,000 financial institutions, corporations, and law enforcement agencies use his programs. In 1998 he was selected as a distinguished member of the “Pinnacle 400” by CNN Financial News.

Mr. Abagnale was recently the subject of a major motion picture, Catch Me if You Can, which was directed by Steven Spielberg and stars Leonardo DiCaprio, Tom Hanks, Christopher Walken, Martin Sheen, James Brolin, Jennifer Garner, and Amy Adams.

Frank Abagnale’s incredible story has a moral. In an emotional roller coaster ride he takes you from laughter to tears and explains what life is really about.

Michael R. Steed is the Founder and Managing Partner of Paladin Capital Group located in Washington, D.C. Paladin has multiple private equity funds that primarily invest in expansion capital and buy outs in small to medium size worker friendly companies. Paladin’s most recent fund is focused on Homeland Security companies that have products, services and technology that will help prevent, defend and cope with the immediate aftermath and recover from terrorist attacks and national disasters.

Prior to forming Paladin Capital, Mr. Steed served as Senior Vice President of Investments of a major financial services company based in Washington, DC and served as President of its SEC registered investment advisory firm.

From 1985 to 1992, Mr. Steed was President and Chief Executive Office of AFIC Group Limited, an investment banking firm with emphasis on domestic and international transactions in the areas of venture capital, real estate and stocks and bonds, with state, local, union and corporate pension funds as investors.

From 1981 to 1985, Mr. Steed served as Special Counsel to the Chairman and as the National Director of the Democratic Party of the United States of America (DNC). Previously, Mr. Steed engaged in the practice of law, both as a prosecutor in the Los Angeles’ City Attorney’s Office and in private practice.

Michael Steed is a graduate of Loyola Marymount University of Los Angeles in 1971, and received his J.D. from Loyola University of School of Law in 1974. He presently serves as a member of LMU’s Board of Trustees and is a member of the Board of Visitors for Duke University’s Sanford Institute of Public Policy and is a founder board member of the National Democratic Institute for International Affairs.

Mr. Steed is married to Carol Steed and they have three sons, Christopher (22), Jeremy (19) and Tyler (14). They reside in Chevy Chase, Maryland.
